Job Description

Naval Nuclear Laboratory develops advanced naval nuclear propulsion
technology, for the safety and reliability of our Navy's submarine
and aircraft carrier Fleets. We train the Sailors who operate our
reactors. FMP manages and operates NNL under U.S. Navy and
Department of Energy contracts. NNL subcontracts over a billion
dollars and executes tens of thousands of actions per year.
Counsel will serve as a legal advisor to FMP leaders on a wide
array of topics relating to FMP needs, including legal risk
mitigation in a government contracting environment, customer
relations, strategic initiatives and compliance programs. Counsel
will support business operations specifically by:
Providing legal advice on and negotiating a variety of business
agreements; preparing company responses to claims, audits and
investigations;
Supporting Legal Department initiatives such as training and
process improvements;
Advising on and managing litigation (with the assistance of outside
counsel);
Managing outside counsel in accordance with DOE requirements;
Conducting or supervising internal investigations when
necessary.
Developing close working relationship with stakeholders to
facilitate efficient and effective action;
Collaborating with other attorneys and members of the Legal
Department and business teams;
Comfortably working on multiple projects concurrently; and
Supporting compliance program by preparing and conducting training
on various government contracts topics and provide advice to
develop and implement appropriate compliance processes and controls
that appropriately address government contracting requirements.
Counsel will work collaboratively with Naval Reactors Office of
Counsel in support of overall NR Program goals and needs.

Required Combination of Knowledge and Skill
Juris Doctor degree from an accredited law school and maintain an
active license to practice law in at least one state of operation
(NY, PA, or ID). Must have active membership in good standing of
the bar in at least one state of operation; and 3 years of relevant
experience.
Preferred Skills
Candidates should have experience or exposure to the following:
Drafting, reviewing, and negotiating complex government contracts
(experience with construction contracts is preferred)
FAR, DEAR, DFARS (preferably).
Supporting contract, subcontract, False Claims Act, or other
investigations related to federal procurement law and compliance
issues.
Organizational conflict of interest restrictions.
Excellent academic credentials and possess superior analytical,
written, and interpersonal skills, be highly organized and
detail-oriented, and have the ability to manage several tasks
simultaneously to meet deadlines.
Candidates must be able to provide sound, clear legal advice within
the company, including senior executives.
Candidates must also be able to adapt their communication style
depending on the recipient's level of sophistication about legal
issues.
DOE M&O experience is preferred.

Pay Range
$139,300.00 - $222,000.00 annually
Salary information provided is a general guide line only. Annual
salary is based upon candidate experience and qualifications, as
well as market and business considerations
The Naval Nuclear Laboratory is operated for the U.S. Department of
Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned
subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel
are FMP employees who work at four DOE facilities: Bettis Atomic
Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A.
Kesselring Site, and Naval Reactors Facility, and at the U.S.
Department of Defense-owned Nuclear Power Training Unit-Charleston.
FMP employees also have an established presence at numerous
shipyards and vendor locations. For nearly 70 years, the Naval
Nuclear Laboratory has developed advanced nuclear propulsion
technology, provided technical support, and trained world-class
nuclear operators to ensure the safe and reliable operation of our
nation's submarine and aircraft carrier Fleets. The Naval Nuclear
Laboratory is a national asset solely dedicated to the Naval
Nuclear Propulsion Program. We rely on the dedication and
innovation of our nearly 8000 engineers, scientists, technicians,
and support personnel.

eligibility requirements for access to classified matter. FMP is a
government contractor and maintains a drug free workplace and
workforce. All candidates must be able to pass a drug test in
compliance with FMP company policy and 10 CFR 707. Marijuana is a
Federal Schedule I controlled substance and illegal under Federal
